Overview
Technology programmes in policing environments carry significant operational risk. Platforms and infrastructure underpin critical services – and the consequences of poorly governed technology change extend well beyond budget overrun or delayed delivery.
dstilld provides independent technology assurance, advisory and specialist consulting support across technology strategy, architecture, transformation programmes and operational technology delivery.
Our assurance is architecture-led and operationally grounded. We focus on what matters – whether a programme is structured to succeed, whether the architecture will hold under operational conditions, and whether delivery risk is understood and managed.
Sector Challenges
- Programmes progressing without architecture governance – transformation activity advancing through procurement and delivery phases without a validated target architecture or clear design authority.
- High-dependency operational systems – command and control, digital investigation and custody platforms that carry critical operational loads and have very low tolerance for failure during change.
- Fragmented supplier accountability – multi-partner delivery environments where no single organisation has a clear view of end-to-end technical coherence or integration risk.
- Unclear programme ownership – governance structures that spread accountability across force ICT, operational leads, joint units and national programmes, making independent oversight difficult to maintain.
- National standards influencing local design – Home Office connectivity requirements, national platform mandates and NPIRMT accreditation obligations that shape what forces can and cannot do, often not well understood at programme level.
- Governance disconnected from operational reality – assurance and governance processes that focus on documentation and milestone compliance rather than the technical and operational risks that actually determine programme outcomes.
- Continuity under change – the need to modernise technology estates without disrupting operational policing services that cannot be stood down.

Example Assurance Activities
Digital investigations programme assurance Reviewing the architecture, delivery approach and integration design for a force digital investigations modernisation programme – identifying technical risk, validating platform decisions and providing independent oversight to the programme board.
Command and control transition oversight Providing structured assurance across a C&C platform transition – covering solution architecture, integration with operational systems, data migration approach, resilience requirements and go-live readiness.
Hybrid cloud adoption review Assessing a force’s hybrid cloud adoption plan against operational resilience requirements, security classification obligations and national governance standards – identifying gaps between the proposed approach and what the operational environment actually requires.
Procurement and supplier assurance Reviewing supplier proposals and technical designs during competitive procurement exercises, providing the force with an independent technical view before commercial commitments are made.
Programme board decision support Providing ongoing independent technical oversight to a force programme board across a multi-workstream transformation – translating complex technical risk into clear, decision-ready information for senior stakeholders.
Multi-partner architecture validation Assessing roadmap and architecture coherence across a transformation programme involving multiple technology partners, identifying integration gaps, dependency conflicts and areas where accountability is unclear.
How We Work
01 – Understand the programme and its context We start by understanding what the programme is trying to achieve, how it is structured, what the operational environment requires and where the significant risks are likely to sit – before reaching any conclusions.
02 – Apply architecture-led assurance Our assurance is grounded in architecture. We assess whether design decisions are technically coherent, operationally viable and consistent with the force’s strategic direction and national standards obligations.
03 – Identify risk clearly and practically We produce findings that are specific, prioritised and actionable – focused on what programme teams and senior stakeholders need to make better decisions, not on generating volume.
04 – Maintain independence We have no commercial interest in the platforms, products or suppliers involved in the programmes we review. That independence is what makes our assurance credible.
Good assurance should improve delivery confidence – not slow delivery down. We work proportionately, engage collaboratively with programme teams and partners, and focus on outcomes rather than process compliance.
